Who Needs to Take the California Boating License Test?

Effective January 1, 2025, anyone who operates a motorized vessel is required to complete a boating safety course and get a California Boater Card. In the past, older boaters were "grandfathered in," but this is no longer the case. 

Now, all boaters of any age must have a California Boater Card to operate a motorized vessel. These vessels include powerboats, jet skis and personal watercraft (PWC), and any other type of vessel with a motorized propulsion system—even if that system is only for docking or auxiliary power.

The requirement applies to California residents and nonresidents who are in the state for more than a short visit. However, there are a few exceptions for certain groups, such as boat renters who receive issuer-approved safety instructions and individuals with valid commercial maritime licenses.
