New York does not have a traditional boating "license" but requires a Boating Safety Certificate to operate most motorized vessels. That certificate shows you've completed an approved boating safety course that complies with NYS boating regulations.
The certificate is your "license" for operating motorized boats and personal watercraft, while non-motorized vessels generally don't require it. For example, if you plan to use a canoe, kayak, or sailboat, the rules and regulations aren't the same.

Since 2022, a boating certificate has been required for anyone born on or after January 1, 1988. Those born before 1988 didn't have a certificate requirement, but phased requirements were in place through January 1, 2025.

As of January 1, 2025, Brianna's Law requires that all motorboat operators have a boating safety certificate regardless of age. So, as of now, all operators of motorized vessels in NYS need a boating certificate.

Are There Any Age Restrictions for Operating a Boat?
There are also NY boating license age restrictions.
Anyone 14 or older can independently operate boats and personal watercraft, such as jet skis, with a valid Boating Safety Certificate. Children younger than 10 cannot operate a vessel unless supervised by an adult with a valid certificate.
How to Get Your Boating Safety Certificate
The good news about getting your boating safety certificate is that it's not complicated.
You must complete an approved boating safety course and pass the final exam.
These courses are offered online (like the course we offer here at ilearntoboat) or through specific organizations such as the U.S. Coast Guard Auxiliary and NYS Parks. You can get your certificate as soon as you pass the exam, so you can start having fun on the water.
What if You're Visiting?
Visitors to New York must still comply with the state's boating safety requirements. A valid certificate or boating license from another state may be accepted if it meets NASBLA (National Association of State Boating Law Administrators) standards.
You'll want to check into reciprocity between your state of residence and NYS to determine whether your boating license will be accepted. If your license doesn't meet NASBLA standards for boating laws, you must take an approved course and get certified to boat in New York State.
Penalties for Not Complying with NYS Boating Regulations
Non-compliance with NYS boating and licensing regulations is a serious offense. You could be fined or penalized if you operate a vessel without the required certificate. Officials could also send you back to shore, where you'll need to stay until you get your boating certificate for legal boating.
